The Board of Washington County Commission met in regular session on Monday April 2, 2018 in the commission room at the Washington County Courthouse. Members present were Tim Mueller, 1st District Commissioner, David Willbrant, 2nd District Commissioner, Gary Ouellette, 3rd District Commissioner, and Diana Svanda, County Clerk to record minutes, Elizabeth Hiltgen, Counay Attorney, Cynthia Scheer, Washington County News was also present.
The board began the meeting with the Pledge of Allegiance.
Consent Agenda
Change Order 2017-60
Minutes for Feb 20, March 19 & 26, there being no corrections or deletions these minutes were approved.
Tim Mueller made the motion to approve the consent agenda, David Willbrant seconded the motion, all in favor, motion carried.
Bonnie Miller, AFLAC and Julie Yarmer with FCMI – Submitted Insurance proposal.
Randy Hubbard, Emergency Management Director – Randy submitted a travel request, which commissioners approved. Randy also reported that he attended a NCK and weather watcher meetings, Randy also talked about EMPG Grants and LEPC memberships have been approved.
Justin Novak, Road & Bridge Supervisor – Justin reported that he talked to Denise Powell and picked up the forms of agreement for the B Street project. Tim made the motion to sign the contract for the B Street project, David seconded the motion, all in favor, motion carried. Gary made the motion to sign the contract for Dirt contractor Bob Bergkamp const. company Inc., David seconded the motion, all in favor, motion carried. Justin also reported they had hauled gravel and finished sewer projects.
Citizen Contact:
Tim Mueller reported he had went to a Pawnee Mental Health meeting and had 2 citizen contacts.
David Willbrant reported he talked to Justin Cordry about drones, and he had talked to Duane Bruna about drainage issues, David also had citizen contact about land for the solid waste department.
Gary Ouellette reported that he has attended a Pawnee Mental Health meeting and North Central Regional Planning meeting.
Gloria Moore, Tourism Director – Gloria reported on events that she attended in March, also reported on routine emails, phone calls, then discussed upcoming events.
Commissioners received notice that B Street will be shut down as of April 5, to start repairs.
Tim Mueller talked to Cynthia Scheer of the Washington County News about the pay study he did for Washington County.
Gary Ouellette discussed the Neighborhood Revitalization plan, changing it from 3 years to 5 years and to make it retroactive to anyone who is in the current plan.
At 11:42 AM Tim Mueller made the motion to adjourn until 1:00 PM, David Willbrant seconded the motion, all in favor, motion carried.
At 1:00 PM Commissioners returned to regular session with the following members present, Gary Ouellette, David Willbrant, Tim Mueller, Elizabeth Hiltgen, Diana L Svanda.
At 1:00 PM a Public Hearing for CVA with the following people present – Curt Frazier, Attorney, Wes O’Bannon, Dan McBride, Rusty Moorehead, Brian Gates, Notices of this meeting was published in the Washington County New, Linn-Palmer, and Hanover News. Gary ask for comment from the public, No comment notated. Elizabeth Hiltgen discussion the Resolution with its intent, Tim Mueller moved to adopted Resolution No. 3-18, David Willbrant seconded the motion, all in favor, motion carried. Doug McKinney called in and talked to the commissioners, about the CVA project. David Willbrant made the motion to close public hearing and to Adjourn the meeting at 1:22 PM, Tim Mueller seconded the motion, all in favor, motion carried.
The next regular commission meeting will be on Monday, April 9th.
