Washington County Commission Meeting Minutes – 3/19/18

On Saturday March 17, the commissioners and Lance Leis, County Appraiser went to Clifton, Linn, Hanover, Washington to talk about Ag Land & Building Value’s, later on March 19 there will be a meeting in Haddam at 6:00 PM

Commission Minutes March 19, 2018

The Board of Washington County Commission met in regular session on Monday March 19, 2018 in the commission room at the Washington County Courthouse. Members present: Tim Mueller, 1st District Commissioner, David Willbrant, 2nd District Commissioner, Gary Ouellette, 3rd District Commissioner, and Diana Svanda County Clerk to record minutes, Elizabeth Hiltgen joined later.

The board began the meeting with the Pledge of Allegiance.

Gary Ouellette welcomed Angela Lindquist to the meeting, which was there to observe the commissioner meeting.

Citizen Contact:
Gary Ouellette had citizen contact about their AG land, Gary referred them to Lance Lies the County Appraiser.

Tim Mueller reported that he attended a Pawnee Mental Health meeting, and the Appraiser meetings, this weekend.

Gary Ouellette asked Diana Svanda, County Clerk to clarify that Norma Hennerberg did not contact Dan Jueneman about the road on 25th and Thunder, Franklin Twp.

David Willbrant had citizen contact about the minutes and why Gary is the contact person for corrections to the minutes, also about County Health.

Commissioners discussed the Economic Development board and would like to have it in place soon, they have decided to hold the meeting in Linn April 28 at 1:00, place to be determined. Public is invited if interested in being on the board.

Kansas Water Pollution Permit
Tim Mueller made the motion to approve the consent agenda, David Willbrant seconded the motion, all in favor, motion carried.

Tim Mueller made the motion to support Hanover Red Ribbon week, David Willbrant seconded the motion, all in favor, motion carried.

Ed Henry, Twin Valley – Submitted his 2019 budget. Also talked about appointing Mel Kruse to the board, David made the motion to appoint Mel Kruse, Tim Mueller seconded the motion, all in favor motion carried.

David Roblez, custodian – Talked about his department, Gary Ouellette thanked David for the work he has done on the floor of the commissioners room.

Justin Novak, Road & Bridge Supervisor – presented a federal fund exchange agreement. Tim Mueller made the motion to approve the agreement, David Willbrant seconded the motion all in favor, motion carried. Justin discussed there 4 days a week and 10 hour days with concerns about the holiday pay. It was decided on the weeks there is a holiday the employees will work 5 days a week and 8 hour days. Justin also reported issues with the pipes at the County Shop, Commissioners advised Justin to start putting money away for a new shop. Justin let the commissioners know that he has picked up the 4 plow trucks and 1 trailer.

Elizabeth Hiltgen, County Attorney let the commissioners know she has had contact with Dave White and ATT about the phone lines. Elizabeth also talked about the statutory requirements for CVA. There will be a public hearing April 2, at 1:00 the hearing will be published in all county papers.

David Willbrant moved to go into executive session under non-elected personal, to discuss County Health Department Employee counseling for 5 minutes, Tim Mueller seconded the motion, all in favor, motion carried. After returning to regular session commissioners decided that all county employees counseling should be done with all 3 commissioners.

At 11:30 AM Tim Mueller made the motion to adjourn, David seconded the motion, all in favor, motion carried.

Next regular meeting will be March 26, 2018

He attended Cowley College in Arkansas City and Johnson County Community College in Overland Park studying Journalism & Media Communications. In 2020 he moved to Audacy, formerly known as Entercom Communications, Inc. and 106.5 The Wolf and 610 Sports Radio, the new flagship stations of the Kansas City Chiefs Radio Network, the largest radio network in the NFL. Through all of this, Derek continues to serve as the Digital Media Director for Sunflower State Radio, the digital and social media operations of Dierking Communications, Inc. and the 6 radio stations it owns and operates across Kansas.
