Norton Co Board of Commissioners

Commissioner Charles Posson called the meeting of the Norton Co Board of Commissioners to order at 9:00 AM on March 12, 2018 at the Commission Room. Attendance: Richard Thompson, Present: Charles Posson, Present: Thomas Brannan, Present.
Road Department
Floyd Richard, Norton County Road department was in to visit with the commission about department operations. Also discussed was an employment problem with staff and hours worked. Upon discussion the commission decided to call the employee to the meeting and discuss all the missed hours of work. The commission discussed several of their concerns with the employee and stated that this was a full-time position and the job requirements were not being completed. After discussion the commission made the decision to terminate the employee.
Discussion was held on the April 7th Norton Regional Health Foundation 5K run/walk. A request has been made to post signs on the Eagles Road from 10:00 am till approximately noon for the walkers. The commission approved the request and will have the Road Department post signs the morning of the walk.
Solid Waste
Brian Smith, Norton County Solid Waste was in to visit with the commission about the top coat machine. Brian reported the the machine has been repaired and is now working. An update was also given on the track loader that is in Colby for repairs. According to Foley the machine should be completed in a week or so.
Brian spoke with the commission about the wind screens. The screens are in need of repairs and Brian has purchased more product to help with the trash control. Brian stated he has started using chicken wire which has been working better than the normal-wind screen product. During the discussion Brian asked ifhe could
purchase or make additional screens to help with the wind control; The commission stated that Brian should contact Floyd at the Road Department to see if during this time he would have staff that could assist with building screens.
Norton County EMS
Craig Sowards, Norton County EMS was in to report to the commission operations. Craig reported that they have had 110 calls for the year to date and 17 out of town transfers. Craig also reported the revenues for the department from January to March 12th, accounts billed.
Craig informed the commission of an open house the EMS department is planning for March 29th. The open house and meal will be from 6-8 pm at the EMS facility. Craig stated that will be an opportunity for the community to meat the EMS team and learn about the service.
Kathy Hardy
Kathy Hardy was in to visit with the commission about assisting them with office operations at the County shop. Kathy stated that she would be willing to do contract labor for the county on a part-time basis until the position could be filled. Commissioner Brannan made a motion to approve the hiring of Kathy Hardy as contract labor with a second from Commissioner Thompson. Motion passed 3-0.
Chance McKinney
Chance McKinney was in to visit with the commission on a couple road concerns. Chance stated they are farming a tract ofland that is land locked with limited access with the change of tenancy. The road in concern is in Emmett Township and is currently just a trail The commission stated they will have the road surveyed and make access. Chance also spoke with the commission about some road concerns near his residence. The commission will visit with Floyd about the request.
Commission Minutes
A motion was made by Commissioner Brannan to approve the minutes from February 28th, 2018 with a second from Commissioner Thompson. Motion passed 3-0.
Adjournment
There being no further business before the Board the meeting was adjourned until 3/19/2018. The commission minutes are not considered to be official until signed and approved by the commission and will remain a working document until approved.
